Comment Spammer IP Blocking

This is still work in progress but is fully functional in that it will capture and prevent future comment spam attacks from either a single or range of IP addresses.

For the time being this will only include non-specific notes .

Several core files now have additional code including index.php, subscribelib2.php, structure.php and a new table added to the database to record details of the spam attack. Overall this adds to the already built in Spam System that can be switched on in config.php.

In addition to the above a plugin has been added to view, edit, delete and add new ip addresses. Perhaps this should have been added to the core code.

In order to use this the Spam has to be switched on in config.php
